Another Katsina Community Enters Peace Deal with Bandits (See Conditions)

Safana Local Government Area (LGA) in Katsina State has become the latest community to enter into a peace agreement with armed bandits, joining other regions in efforts to restore security and end years of violence. Following in the footsteps of Jibia, Batsari, and Danmusa LGAs, the agreement aims to allow residents, particularly farmers, to return to normal life after repeated attacks by bandits.

The peace talks were held near Gemi Forest in Runka town and involved local leaders such as Safana LGA Chairman Abdullahi Sani Safana, traditional rulers including Yariman Katsina, Alhaji Sada Rufa’i, and the District Head of Zakkah, Alhaji Sani Muhammed Zakka. Bandit representatives and community members were also in attendance.

Key points of the agreement include a commitment from both sides to stop violence, build trust, and maintain peace in Safana and surrounding areas. Alhaji Sada Rufa’i urged the bandit leaders to honor the deal, while bandit representative Kachalla Ruga Alhaji Usman called for unity and peaceful coexistence among farmers, herders, and residents.

Youth leader Abdulhamid Danda encouraged the younger generation from all sides to support the truce and act responsibly.

Chairman Abdullahi Sani Safana expressed optimism about the peace deal, highlighting government support for the agreement. He directed relevant departments to assess and repair schools and health facilities, ensuring free access to markets and amenities for all residents, alongside plans to renovate local dams for the benefit of both communities and livestock.

Peace Deal Conditions:

  • Immediate cessation of all attacks, killings, and kidnappings by bandits.
  • Farmers and residents will be allowed unhindered access to their farmlands.
  • Fulani herdsmen will be permitted free movement within towns and markets.
  • Bandits will have freedom to carry out daily activities such as visiting markets, hospitals, and shops.

Background of Katsina Peace Agreements:

The peace initiative in Katsina began in early 2025 with Jibia LGA and expanded to Batsari, parts of Safana, and Danmusa LGAs. These deals have involved security agencies, traditional rulers, and local government officials, focusing on ending violence, releasing captives, and guaranteeing safe community access.

In Danmusa, repentant bandits publicly surrendered their weapons and released kidnapped victims during a ceremony witnessed by community leaders and security officials. Bandit kingpin Adamu Alero also called on the government to provide social amenities and education to ensure long-term peace.

Government Stance:

Despite the progress in community-led peace talks, the Katsina State Government maintains that it does not negotiate with bandits. Commissioner for Internal Security and Home Affairs Nasir Mu’azu reiterated that the government only accepts unconditional surrender and disarmament, warning that violations of the peace agreements would be met with swift action.
